Sure, but cardboard is mostly hollow and it'll be hard to do the shave test with only 1 mm of the edge being tested. I mark one inch along the edge and test that area. Even my store-bought AUS8 knife (~57 rc) tested at around 175 feet before losing shaving ability.
It's still a very rough test, to be sure, dependant on type of cardboard used and cutting technique. These tests are not meant to compare steels but to check the heat treat. All knifemakers need some kind of test to make sure that the knife will perform before sending it out to the customer.
