How To Remove remains of packaging oil from the blade

If WD-40 doesn't loosen it up, you can try Kroil, a penetrating oil that solves all kinds of problems. Very handy stuff to have around.
 
The lighter distillates of oil evaporate first, so Kroil or light machine oil "rehydrates" the dried stuff without corroding everything else.
 
WD 40, acetone, lacquer thinner, 90% rubbing alcohol. Sometimes you have to try different things as one might cut the coating better than others.
