Above each persons green chicklets, there's an icon that looks like (sortof) the scales of justice. Click that on a particular post, then make sure that you select "positive", enter a comment, then leave that person feedback.

I think it was about 10 or 15 that a person can do within 24 hours. It also restricts how often you can give chicklets to the same person.
