Yes, you are correct; the component in question is the false edge, which is located on the blade's clip point.
Unlike the main cutting edge, it is not sharpened for cutting.
The process is performed grinding and sanding to drastically thin the blade's point, as illustrated in my drawings.

This specific geometry serves one main functional purpose: to optimize penetration power.
Furthermore, it contributes to the piece's balance and the classic aesthetic of the Bowie knife.
