Here's a very nice rain cover for a backpack. It packs into a zip pouch that's integrated into the cover. It measures about 20x36 when lying flat with the inside gathered in as shown in the second photo so should a fit a pack around that size. It has a drawstring to suck it down to the pack and to keep it from coming off.
