Restore a stacked leather ring handle

I am restoring a Western Boy Scout Sheath knife. The leather ring handle is somewhat roughed up. Any advice on how to smooth/polish it.

Are the handle segments loose?

You can sand the leather down with sand paper. Some people like to use superglue for the final finish.
