reversible, civilian looking on 1 side, tactical vest

i believe the title says it all. I dont know much about vests but would like one thats low key and can blend in.

"Tactical" vests are never low key.

I see a guy in a vest who doesn't have a camera with a Hubble lens or a fly rod, and I think to myself, "I wonder what that guy is packing."

You're gonna carry a vest to blend in just in case of a riot?

Carhartt duck vest is about the only thing I can think of that would sorta work, and even then only in vest weather...
