I've looked around and done some research on handle scale rivets. From what I can tell most people seem to use copper, brass, or nickle. I've also seen ready-to-go pins made out of brass on knife making supply site. Is there any reason I couldn't or shouldn't use steel rods from the local hardware store for rivets? I can't seem to find copper or brass rods at the local hardware stores =/

As Bill said, you can get brass, stainless steel and nickel rods at your local welding supply. Also hobby and craft stores.

Steel rusts. Hands sweat and have salts and oils.
That said, you can surely use steel for pins. Just understand why people prefer other metals.

Your local welding shop should have a LB of ss tig rod for a good price, you'll come out cheaper and better than a local hardware store. A LB of tig rod will last a while if you're only using it as pins.
