Sand paper and shoe shine motion worked for me for a long time.
Then I found a power tool that works better for me.
I have a 3M "deburring" wheel on my buffer that will round spines very nicely. At first it's kind of tricky, but after you've done a few the wheel starts to get a groove cut into it and then the spine just fits within that groove and doesn't bounce around. Works great...but I think my wheel was in the $60 to $70 price range and that's all I really use that wheel for. Money well spent IMHO.
I usually do them lengthwise on the slack portion of my belt grinder after breaking the corners against the platen. If there is a thumb ramp or other protrusion I go sideways/diagonal on the slack belt and then finish them up by hand to get the lengthwise finish.
