All you have to do is rinse Bar Keeper's Friend off well.
There should be nothing left to "neutralize" if it's simply rinsed off.
 
I see plenty of posts regarding using sandpaper affixed to something and being careful. If I might suggest something easier. Flapper Wheels..... Flapper wheels and a light touch on a dremel or better yet an actual flex shaft tool like a Foredom make it really easy to get nearly a perfect brushed finish on all sorts of things, even blade steel. I always had several grits on hand at my jewelry bench.

The above post suggesting a lower grit like 220 has merit as well.
 
I etched this one with ferric chloride, instead of stonewashing I followed it up with a maroon 3m pad. Leaves that dull gray look from the acid wash, and a nice satin finish if you follow the original grind marks with the buffing pad.
