Scale Template Steel and Hardening

I want to have a steel template made, the exact size and shape of the scales on a Buck 110.

I would then use double-sided tape to attach the scale material to the template and belt sand the scales to the exact shape and fit.

Can anyone tell me which steel and how hard to take it that will hold up best to the belt sander?
