Um, sure. Why wouldn't it be? I've had chisel ground, FFG, hollow ground, zero ground convex and all seem fine for a neck knife. No reason a scandi wouldn't be. Just be sure you are paying attention when sharpening it.
The acuteness of the edge you want has far more to do with it than the overall size of the knife. All other factors being equal, a full flat grind will cut much better than a "scandi".
