Scissors don't spring back on my Charge TTi?

Just got my Charge TTi 2 days ago and one of the main reasons I got it was for the scissors but now I am trying to use them and when I push down on them they practically just shut all the way and don't open back up! Should I send it back?
 
If you are'nt satisfied with the product,by all means,send it back.A Vic SAK Climber and Huntsman have really good scissors.They won't break the bank and are of good quality.
