My understanding is that the strop is to help at the end with with removing any remaining wire edge (or burr), and doesn't cause any edge roll if done properly. I usually will still finish with a strop even if I have used a fine ceramic stone as the last step.

I think it depends on how much deformation occurs based on steel and how much metal you remove.
If you are only maintaining the edge, with a few passes you won’t create a big burr and won’t need to break it off.
