Self Def knife that locks closed...?

Concerning folders that locks the blade in the closed position- it will never wash. For example, there are button lock folders out there that will hold the blade closed until the button is pressed, thus releasing the blade for manual opening. Most of these types are known as a plunger lock. Once the lock is depressed it is quite easy for the blade to be flicked open! This capability is especially true for almost any Axis lock from Benchmade! Yes, one can tighten the blade down via pivot bolt adjustment so that is is extremely difficult for the blade to be flicked open. But then what is the purpose of the folder if it was intended for SP (Self Protection) purposes???

Nakano has it pretty close. You can get a summons for the Admin Code violation for an exposed knife, but you MUST go to court to answer the Criminal Court "C" summons reguardless of how you plead, as there is no standard set fine. If it is a gravity knife you will be put in the system ( not fun at least 24 hours behind bars if your lucky).
There is NO legal way for an officer to "confiscate" a weapon with the sole exception of incapicty of the owner. This would apply to an pistol permit holder injured in a car accident who could not safe guard his gun so it is vouchered until such time as he can. If a knife is taking away from some one as a part of the vouchering of all their personal possessions and it is a legal knife then it could be returned. There maybe an officer out there who finds someone in possession of an illegal knife and allows the person to leave without arresst or his knife, and the officer then turns in the knife as found property. The officer would be in direct violation of the NYCPD Patrolman's guide and be subject to discipline ( loss of vacation days at the least).
If a knife is taken off someone and none of the above was done , then the officer has committed a far more serious crime than the offender who possessed the knife.....
