Shape a compound curve.

I'm looking into making a friction folder, and I'll need to have several compound curves on the dummy backspring. What's the best way to shape this? I could get the rough idea with a drill and hacksaw, but how do I finish it out?

It's an interesting design (product of late-night inspiration), but I'm confused as to how to proceed. If it would help, I can supply a copy of the drawing I'm working from.
