Sheeple friendly knife? (Under 3 inches, non scary)

Opinel. Thats my first choice. A SAK or even the mini svord peasant would follow. And there are other good choices.
 
The Cat is not much larger than the Dragonfly and is one of Spyderco's best little big knives.

Check out the Salt I in black or yellow. The semi-rounded, 2.88-inch blade is friendly looking, the 2.5 oz weight is pocket friendly, and the H1 blade means you'll never have to worry about rust. One of my absolute favorite EDCs.
 
Where would any knife be illegal? If so, I would not carry the knife.
I usually prefer something on the small side, and for me that is the Chaparral. The blade is 2.8".
If that is too big, take a look at a smaller knife like the Cat or Dragonfly.
Other options include lockbacks that are not one-hand opening.
If all you want the knife to do is open packages or envelopes, you don't need anything bigger than a Dragonfly or Chaparral - or perhaps the new Spyderco Air.
 
Whenever something like this comes up, I like to bring up the kiridashi. It's small, practical, and different enough from what a lot of people have seen, so it doesn't get the same reaction.

And who's going to say anything if you go about with a pink knife?
 
I carried an old indian arrow head for a while years ago. It was a fantastic cutter, I could pass it off as something of sentimental value and it was a super cool conversation piece.
It's amazing to me that chipping away on a rock with another rock could make such a valuable tool.
Who knows? You might not be breaking any laws this way.
 
I'd look at some of the modern folders with a traditional slant...

Options would include; many knives by Boker, Enzo PK70 (lovely knife) Moki/Al Mar. Ka Bar Dozier Phat Bob.

My favorite is the Spyderco UKPK G10 Drop point. Drop points in general don't look too scary, as they aren't the best "stabbers".

Normally, I'd recommend a SAK for such an occasion. It's about as people-friendly as a knife gets, but if you don't want a slipjoint... Multi-tools also seem to draw little attention from most people, and there are several that can be operated one-handed and have a locking blade (eg. Leatherman Wave/Charge/Surge, SOG PowerAssist).

At least in my experience, blade size doesn't have as much to do with making the knife more people-friendly. I try to be fairly discrete when pulling out and deploying my knives, but even with small blades like a Dragonfly, Chive, or Flash 1, I've still gotten the "Oh my! You have a knife!" reaction from some. SAKs and traditional slipjoints don't seem to draw any attention. Similarly, I never got a second look when using the knife on my Wave, and that has a longer blade than several of the other knives I EDC.
 
Spyderco Pingo is one of the least intimidating knives I've seen.

This is so true. Many who have seen it have remarked favorably. It's not pointy and "stabby" and looks very utilitarian. There is something about it that just looks friendly. It cuts like a champ too. Pretty comfortable for such a small handle. Excellent steel too.
