Shelter (without a Tent)?

I think that will be a very good choice, the Golites pyra's are nice in their modularity- you have the option of adding/subtracting a "nest" or a floor

they are a true 4 season shelter too- if the winter camping bug ever gets ahold of you :)

The idea about sewing a no see um mesh around a tarp sounds good, I might try that in the near future. Then pick up a shangri la a bit later.
 
Once the kiddies are a bit older, I'd suggest giving hammock camping a try. It's not for everyone, but there are some (including me) who swear by it. You can put together a basic set up fairly inexpensively to try it out, and then if you like it and decide to start upgrading, then the sky is the limit.
