Beautiful Shilin Cutter Handmade by Kuo with buffalo horn scales. Never used in mint condition. Blade is sharp with no nicks. You know they are rare especially in this condition and if you dont then you might want to check this great thread Here

Blade is 3 5/8 and total length excluding the bail is 7 3/4

What are the two steels? What’s the middle steel and what’s the cladding?

This is an interesting blade, to say the least.
Unfortunately I don’t know…Info on these are difficult to find.
 
These have probably been made the same way by the Kuo family for over 100 years, so I'm guessing a basic high carbon edge with a lower-carbon but not stainless cladding. (I saw one mention of "white" steel for the edge, but from an unreliable source and I think white steel is Japanese so that's dubious).

But a good heat treat can make for an excellent cutter even in a basic high carbon steel. Such a pretty knife! How strong is the spring?

I did read in a Taiwanese forum (google translated) something about Japanese white or blue paper steel being used…I don’t know how accurate that is. It is for sure a Japanese steel and good quality for a traditional knife but pinpointing the exact composition is difficult mostly due to the language barrier.

As for the spring, it’s quite powerful. Most of these knives have nicks and damage on the blade from letting it shut hard. It’s important to control the blade all the way till it’s closed.
 
I wondered about that due to lack of a kick. But for such a rare and pretty knife taking extra caution isn't a burden.
