Shipping limitations to Israel???

I have a customer in Israel who is concerned about new import laws (as of last week?) not letting knives into the country... Anyone know about that? Or how to get around it? Is Fed-ex, UPS, or DHL safer, less regulated than USPS??

There are exceptions and a reference number to more regulations
