I'm a vet from the 1st Gulf War and I never had any problem with my M-16A2 rifle.
I only cleaned it about twice a day, and you could always hear the gritty sand when chambering a round, and it still performed perfectly.
To be honest, I have a very hard time believing that all their rifles jammed.
If they really did then I'll bet the ammo was the cause and not the rifles.
Once, while stationed at Ft. Lewis (back when the 9th ID was there), my company got hold of some bad ammo on the rifle range. It caused constant misfeeds and problems.
