Just a suggestion for you, but you might want to throw a couple of line breaks in there. Very few people are going to read a gigantic wall of text. Make it easy on the eyes.
 
If I understand the following correctly, these are the account questions/matters for which you're requesting Bladeforums Tech Support, yes?

There is a knifemaker, seller on this site. his name is Jason Smith, and his logo is silveray. While he does beautiful work, just wanted to find out if there are rules against falsely entering into my email to change a password to the forum account that I payed for with my debit card?

So, in February, when he finally joined this forum to get his name back out AND SOME KNIVES POSTED, when it was "our" business, I payed for forum membership with MY account, and I was given all access to passwords, etc. Well, on 5/1/13, he requested a password change to MY email and then went on MY email and changed everything to his info.

... I cant get onto forum under silveray now....

I have MY bank statement showing I paid for silveray dues, but I cant even access it to cancel it.

knfegator, you need a lawyer to answer these questions, not an online forum.

Problems with email need to be addressed to the email provider.
 
Not offering legal advice, but there are many good reasons think carefully before posting something like this...of course you're angry, but consulting a lawyer (quickly) is very good advice.
