Simpler is almost always better.

One of my local Topo maps is Water Proof, I've never worried about it.
For the last 30+ years, I've just cover the topo side of a map with clear shelf paper. Map will last practically forever. For larger sheets I cut, fold and glue (back side of sheet) using the Australian/aviator fold. You can easily get to any portion of the sheet without unfolding the sheet any larger than 1/4th (but usually 1/8th or 1/16th) the size of the whole sheet. Learned this as a Rifle Platoon Leader in the 101st.
