You can draw the Seal Pup from the sheath pretty quick when you push on the kydex with your thumb...
 
BTW, the Camillus CQB Jr. is a knife that might make me consider going a tad beyond my $50 limit -- if it had an option for a fast-draw sheath instead of the standard combat/utility sheath.

So if I leave the snap unsnapped, the knife will stay secure anyway, held in by the kydex?

It sure will! I'm betting it is there because in order to achieve "jump qualified" status, a knife sheath must have two forms of blade retention.

I put the knife in the sheath (no snap) and swung the sheath around the room as a test! It stayed with no problems!
 
Well Joe, if you like the Buck 102 but not the handle there is a version with a kraton handle. Very secure in the hand but sheath leaves a lot to be desired. But then again, the price is such that you could probably get an aftermarket custom kydex sheath and still be close to your $50 limit. Another option would be to coat the phenolic 102 handle with DipIt.

How's about a Camillus 4" boot knife patterned after the Applegate/Fairbairn design. One piece, full tang 440A steel (not great but not bad). I've seen them in the $21 to 25 range.

I was going to recommend the CRKT Companion as perfect for your criteria, until Boink beat me to it. Now the discussion's getting into sheaths, so I thought I'd put in my two cents worth. Any good custom sheath maker should be able to give you the combination of good security and fast release that is required for a self defense piece. The factories don't do it because they have to design for the average bear's general use, while keep the bottom line in mind. A custom maker can tailor the sheath for your intended use. A knife with sheath and whatever they are attached to, is a system, just like a gun, holster, and belt is a system, and any breakdown in a part of the system will affect its overall performance. In matters of personal safety, it pays to spend a little more to get it just right. This forum has several people on it who should be able to suit your needs.
 
What about a Schrade Sharpfinger in either 1095 or 440A? I've seen the 1095 online for under 17 bucks. If the standard sheath fits your needs (big IF or what? ;) ), you could buy two.

So what did ya decide on?? I have a Glock field knife laying around for bumps in the knight. I've also looked at the Spec-plus(?) knives from Ontario knives(I think they make them).
Just wondering.

Not much doubt in my mind that your best choice is the Companion with one of Mike's sheaths. Terrific sheaths by the way. I got a few from Mike a couple years ago.., and they are still incredibly effective.
