Fiddleback Forge has a few offerings that may fit your needs. Check out the hiking buddy; They pop up on the exchange fairly often.

And, I agree - a small custom is within your price range.
 
Honestly, it sounds like you want a custom knife. The only other knife I can suggest is more a "knife style" that is made by a variety of guys over on the custom knife fixed blade sales part of BF.

Look for kiridashi or dashi in the description. They come in a variety of flavors, but one thing they have in common is being small, simple and light. Would make a great neck knife. Usually pretty cheap too as I think that they are made using left-over steel from larger projects (because that's what I'd do).
 
A small custom from Bob Dozier might be precisely what you really want. There are a couple that are right at or very near you max price area. Keep an eye on his website (Mondays) or attend shows where he has tables. The Personal is a wonderful small fixed blade. Bob supplies it with his horizontal kydex belt sheath which is not very noticeable as an EDC. My #42 Personal (in 154 CPM) is in fact my fixed blade EDC after buying a number of Dozier's blades.
 
I would see if you can find a Tom Krein for $200 dollars. It would be hard but alot of times they will pop up in the $225 range or so. One of my personal favorites is his TK-11 model.

that's a very nice knife, and im a big fan of the pocket sheath. leaves more room on my belt for "other stuff"
 
I like my Scrapyard Scrapivore. Thin and sturdy with a good amount of cutting edge. It easy fits in my pocket or around the neck but I usually just lash it scout style on my belt. It's so light it disappears anywhere you carry it. They don't come with a sheath, but they pop up on the Busse Exchange fairly often with one. Even if you have to outsource it it will probably come in at the bottom of your budget.

Or get a custom made to you're specs.

Thanks, Tom does great work. I really like the pocket sheath as well. I am thinking about getting a traditional or a flashlight for the second pocket in the sheath.

i tried a couple different folders before i decided the SAK Farmer was the perfect companion to a small fixed blade
 
You've described a sweet spot in small blades close to my heart. (metaphorically speaking)
In your budget you can go custom.
 
How about the BK-11 (aka Becker Necker)? Throw some after market scales on it and you're ready to go. I got this from a member in the "Pay It Forward" thread and this is the first fixed blade that I edc. Great size, weight and ergos. Definitely within your price limit.

 
This hits most of your criteria except for possibly price. I have no idea what these are going for now, might be able to find one around your top-end. It's 1/4" thick 440C, blade is about 3" and it has a full, four finger handle on it. Comes with a nice nylon sheath, not so ideal for neck carry but has ability to be carried vertical and horizontal.

That pocket sheath is sweet. I wonder if an Izula 2 would fit nicely in there?
