If you're looking for a short fixed blade, I'd say an ESEE Izula or Izula 2 Awesome knife.
 
If you like the Izula but want something closer to your price range look at the Ka-Bar Bk 11 or 14/24
 
Take a look at ScrapYard knives, cheap and Indestructable. If the sheath is the deal breaker, then here is the bad news, they don't come with a sheath.

The good news is that many Leather workers and Kydex benders here on the forum can make one to your desired specs. The Kydex is generally cheaper at prices from $30-$100ish,
with leather running $50-hundreds depending on options or custom ideas.

Small survival knife? Beckers are within your price range. A BK11 is about $35, $65 if you want it with scales, although they do feel pretty darn good with a simple paracord wrapped handle. That gives you some left over too for saving for another knife or for an aftermarket sheath or something.

no, schrade went out of business a long time ago, the garbage and knockoff knives taylor cutlery puts the name on are not worth considering.
 
I've got the Izula with the kit and its a great knife, just love it.
 
Between those two, and since you said "another SAK", I'd go for the Delica, great knife, don't carry mine anymore cause I have others I like more but if it was all I had I wouldn't at all feel I wasn't properly equipped for EDC.
