Probably off Fleabay or something similar if I had to guess. OP, to avoid this happening again, I would only buy knives from a website that you know won't scam you or from a person on here that you trust.

The River vendor isn't perfect. I just got a Eschelon from Amazon listed as new. Scotch taped box, grim and finger prints over the blade. Sticky assist. Definitely not new.

Luckily most fake Striders are easy to spot just from pics alone. The fact your brother laid $400 out for that makes my stomach hurt. Bad juju for the seller of that thing. Guy made $385.
