Just got this a short while ago, a very nice Boker Congress with unusual stepped bolsters, all blades are solid openers, I do not feel any play in any of the blades. I have sharpened these up to their betterment and all 4 blades are razor sharp. This is a German made folder and blades are Carbon steel.

I did put a small nail nick on the opposite side of the sheepsfoot blade which aids in being able to open it from either side now, a bit handier I think with that being done.
