Is the clock second hand the small bottom dial?

Are those screw locks on the chronograph buttons?

The knurling is just for looks. The buttons are pushers.

Both the standard sweep second hand and the bottom dial count seconds and the top dial counts minutes.

I'm assuming it's the large sweep second hand?

Sorry for the confusion. The subdial at the bottom ticks continuously, whether or not the top chrono button is pressed. The large, traditional second hand is @ 12:00 unless the chrono pusher is clicked. If it is, then it ticks second, too, and stays in the last position it was in when clicked again.
