Solingen Griffon Repair question

Found that the pommel on my dads old solingen griffon knife is loose. It can spin although there is resistance. Some spacers near the pommel spin too. Is there a way to tighten this. Looks like there is a pin with two semi circles in the middle of the pommel, is this a “screw”.

Yes, it likely is a screw -- try using the tips of a needlenose pliers as a screwdriver to tighten it.
