“Interfere” is a nice way of saying “butt into” So if Voodoo took a Ratweiler blank and put it on a copy machine and reduced the size down so the handle was 3” and the blade was 4”. Answer is 7

You divide before you add which is 28, then add that to the 16 inch blade
 
Unless they are doing overall length which would be 23.5 plus the 28(56/2) which would be 51.5.
