Assuming you are using regular alkaline batteries, the obvious problem would be electronic. I'm sure you knew that. I you are using any sort of rechargable battery then try another. Also, assuming the battery is replaceable, clean all battery contact points on battery and camera. Dirty contacts (oxidation usually) can increase resistance and cause behavior like low battery. Has it been around any acidic chemicals / forges.
Interior of most cameras accumulates dust, they aren't really airtight sealed. If metal/conductive dust found its way inside, that could cause the electronics to go crazy. That's potentially cleanable. If it has been dropped then a solder point could have cracked or loose wire shifted or ???.

Bill toss a set of batteries in it, used in conjunction with the converter. See if that works, could be a faulty cord, not a camera problem.
 
Reading about PC people having trouble with technology like USB makes me laugh (and I get paid to work on PC's). My Power Mac 9600 is three years old. I just keep adding stuff to it and it just keeps working 100%. It has onboard SCSI (internal and external). It has an Initio Ultra SCSI 2 PCI card with three internal drives attached to it. It has an IDE PCI card which uses ATA 133 (one IDE drive hooked up to it). It has a combo USB/Firewire PCI card. I use the USB for keyboard, mouse, and still camera downloads. I use the Firewire for an external CD burner as well as a tiny little box that has a 12 gig laptop hard drive inside. That little box can be hot plugged back and forth between multiple computers. The USB connection works great and 100% for downloads. The Firewire also connects to my Sony digital camcorder.

Buy a Mac if you really want to get something done!
