something that isnt a lock blade but is really cool and unique...recomendations?

yea its a city ordanance...i mean its generally a charge thats just thrown on if your already in trouble...like a couple days ago a few of my friends were doing hookah iin a park at 4 am lol but they werent smoking weed lol anyways a cop showed up and she searched my friend john and he had his benchmade 556 mini (which is now mine ^_^) and she opened it closed it and gave it back to him....but yea i like to follow my laws even if they arent really enforced

Yeah... Once you outgrow that type of behavior, you'll have to worry less and less about what knife you carry.
 
lol well were all 18 19 and 20 year olds...were bound to do stupid stuff but im generally the least wild one of my group of friends....and it was funny it was 3 of my friends...when the cop showed he chunked his knife and my other friend grabbed it(he freaked cause i told him about the city ordanance) and when the cop asked if he had any weapons he was like "oh john you dropped your tooth pick" ahaha
 
I'd have to agree with the consensus:
If you can get away with a small fixed blade, that's your best bet as far as strength and more options.
But if you want a folder with no lock and more "modern" stylings with G-10 scales and modern strong stainless steel blades like VG-10 and better, I'd agree with mqqn.
Spyderco makes knives just for your situation. There's plenty of other city/state/and countries even, with new PC knife laws and that's whey Spydie got into slipits.
I think the cheapest may be a little more than your 40 range (prob. starting at 60-80) but its worth it with known name brand quality control and at least Japanese manufacture.
If this sounds like too much for you, but you have the financial means, you'll have to just do it and take the chance to see what we mean by "its worth it".
Once you get hooked (like many of us do) you'll be able to continue following the local laws, but "upgrade" to fancier versions with the Spydie Carbon Fiber Terzoula
or even a titanium handled slipit.
It doesn't get more modern than that.

I'm into modernized custom/handmade traditional shape slipjoints myself, like Gene Wiseman "front/back pocket ultra-lites" with G-10 handles and D2 blades.
But i'm not snobby enough to refuse carrying a great little Swiss Army once in a while.

I just read the rest of the thread, if you enjoy the mini griptillian, last I checked when i bought mine (in 2002) they went for about 60+.
More than what you want to spend, but if you appreciate the quality, you'll understand why its worth it to spend a little more on a spydie if you still want a quality non locking slipjoint.
BTW. . . does BM make a slipjoint?
 
Try a Douk-Douk.

All metal construction, good carbon steel blade, and is a wicked slicer. Comes in a couple of sizes.

That Cold Steel Double Agent sounds perfect for you. I'd go with that one.

The Douk-Douk, though not extremely tactical and stuff, packs much fonctionality and toughness in a compact and cheap package. It comes in two blade size: 3" and 3" 5/8. If you don't like the "turkish clip" of the blade, there is a more classical, SAK style blade (in french called "bourbonnaise"), and the knife is the Ecureuil (squirrel).
