Define "use properly." They will not last decades with regular use. Maybe if you only sharpen your own knives and use them once a month or so. If you use them as often as I do (or even more often like a professional sharpener might), count on 10 years or so before you start noticing enough of a performance drop to want to buy a new set.
I'd recommend slightly soapy water (maybe a few drops of dish soap per 16 oz of water). The dish soap just breaks the surface tension so the water doesn't pool up on one point of the stone. You can use Windex, but that stuff smells horrible and you'll be breathing it in all day long. Mineral oil is completely unnecessary and will make a mess. Plus keeping your stone covered in Windex or mineral oil is more expensive than just using water with a drop of dish soap.
