The doll is actually maneki neko, the Japanese welcoming cat. Depending on which paw it has up, it's supposed to be able to get particular kinds of good luck for its owner.

Hi AM,

I am familiar with the Manikinekko cat. I regularly travel to Japan. I've seen hundreds of them. I have never seen one with its toungue sticking out.

I would suggest that it is a negative comment either to the buyer or to the Japanese maker that they are copying.
