How do you start a conversation with someone? For some reason I can’t figure it out. It’s a moderator if that makes a difference. Ryan

You need a paid membership to do that. At your level, only thing you would be able to do is leave a message on their profile page, if they don't have it blocked.
 
Profile picture without a membership? Is it because he registered before some sort of change?
