Strange question, but somebody knows who sends ultratech to Russia with insurance

Ive sent custom knives ive made to a customer before. I used DHL express so I could track all the way declared as hand tool. Also declared value can't be more than $200usd as customs will stop it and more than likely won't make it to destination.
 
So I'm guessing you live in Russia and want to purchase a Ultratech but also have it insured incase it never arrives. That won't happen if that's the case as im pretty sure they are prohibited plus the issue with declared amount the goods are worth you cant say its valued at under $200 yet insured for over that amount. You as the purchaser have to take responsibility if it doesn't get through customs.
 
you can declare it a tool, but i don't think that makes it magically a tool, even though it can be used as a tool, customs may know better, its like declaring a gun a tool thinking it'll be cool, just saying
