Strider BD?

The BD is not strange looking at all for a dive tool. And that's exactly what it is. The serrations are there for cutting rope, the hook is the for the same reason and as is with most dive tools the blunt edge is for prying or opening shells. Check with Strider in a month or say I think they are working a batch.
