I have found it is easier to modify a drill into a counterbore than I would have thought. It's just like sharpening a drill, but with a 180 point angle and you leave a nub in the middle. I'll bet if you try it with an old drill, you'll be surprised how simple it is.
Obviously circular interpolation is my first choice, but...
I like to drill the large diameter first then follow with the small diameter then chase the large diameter with the home made counter bore to flatten the bottom, though I'm sure there is more than one way to skin that cat.
