Suggest a pocket knife 3 to 3.5ish inches

I would suggest a Case Chestnut Mini Trapper in CV... If you search here, you will see quite a few pictures of the Chestnut scales. IMHO they the nicest looking scales Case has offered in quite awhile.

The MT is still one of my absolute favorites. I have big hands, and it fits my hands very nicely, but it still almost disappears in pocket.
 
I am rather fond of the Copperhead pattern from Queen. I need to get a Sodbuster pattern to try out; it looks like nearly the perfect carry knife for me.
 
Mini Copperhead. No question in my mind.

Yep, that's the one I can't keep my hands off of. My current favorite small pocketknife. - Ed J

These two are excellent EDC knives and the can do some heavy work..

Case Mini Trapper - 3.5" but the shape helps it disappear in your pocket. Neat Turkish clip blade and a spey blade of useful shape and size. Not too heavy. I love 'em. Or, since you're also looking at tool steel, a Queen Canoe in D2. I love single backspring knives.
 
My Tidioute 25 barlow came in yesterday. I was a little worried about the 3 inch length being a hair short. It isn't a problem at all it is very comfortable to hold and use. I'm very happy and it has been in my pocket since it came. I'm a little surprised at how darn dull this knife came. One of the dullest factory edges I've ever got. I pulled out my sharpening stuff and took a little time and now it has a very sharp convexed thin edge.
