Also TOPS has some excellent fixed blades in those parameters.

I totally forgot about the Ryan Plan B. Kiahs is right, I got mine at $20 and I still think it was one heck of a deal. It has temporarily replaced my Boker Subcom FB as my main necker.

It could use some work on the sheath though, the belt clip just didn't want to stay attached so I had to use some epoxy to take care of that.

The Agent, Model 6 or Bodyguard are great! His horizontal sheaths are perfect for comfortable carry. I think he also offers an IWB option too.

The Ka-Bar TDI LE knives are very nice for exactly this purpose: self-defense, and especially weapon retention. The Large models, like 1482, are perhaps better, but the original small TDIs are very handy, too, and easier to conceal.
 
All of Newt Livesay's small knives were available with micarta handles. They are excellent knives. They are under $75 and show in the "for sale" threads once in a while
 
I like the blackjack small and slick variants. The cocobolo grip is comfortable and you can order a pocket sheath from Ken Warner which comes in real handy. Prices very, but you can order one on ebay for around $50.
 
The ZT boot knife has caught my eye. Right about 3.5 inches I think, but double edged, if that matters.
