Voit made Scuba gear in the 50's and 60's and Swimaster was the name of their professional line. Looks like a pretty standard Dive Knife from that era. John
 
I did not realize it was gold plated, looked like a standard brass butt and guard to me. I doubt that they would have a Commemorative knife made or at least that many knives made (K06653), but would think it was a pattern or model number. John
 
It's gold plated. And the number is the number of the knife there is a photo of those knives with the other number.
