Another outside of the box recommendation, because I am seriously considering it myself, is swapping my Buck Vantage Pro s30v blade into a Rosewood Vantage Avid handle to make it look that much classier.

I've thought of doing exactly the same! The Buck Vantage Pro is a pretty good modest-priced candidate for a tactical gentleman's knife and one of my personal faves for EDC.

To me this "tactical gentleman" category requires four things: one-hand opening locking blade; discrete pocket clip; some kind of "super steel" blade; and dressy scales. The Vantage Pro hits all but the last one.
 
Three Rivers manufacturing class action flipper is what you may be looking for as it's meant to be "black tie tactical".

I have a 940-2 just felt if I ever actually used it with a lot of force my hand would slide up on that blade. I think a Microtech Ultratech Tri-Grip would be a great option, but I can't buy one of those in Canada sadly.

I honestly don't think your hand will slide up the blade if you use the knife reverse grip and thumb cap. If you use it for quick stabs I think it would do fine. I think it would be a great knife for reverse grip edge in.

This is not a recommendation, because it's above your price range, but I consider the Liong Mah GSD I just bought to be a Gent's Tactical. I have the black and Ivory one.

I think it's quite nice looking and I don't hesitate to carry it when I'm wearing a suit but it's also a real tool. 3.5" S35VN blade with a useful grind, pocket clip and one-hand opening.

Southern Grind Spider Monkey is a solid choice.

Good steel, well constructed, good grip. The carbon fiber and titanium dress up nicely. Easy to pocket carry.

If you want it a bit more "tactical", go black tanto blade. Alittle dressier, then stonewashed drop point.

Get it from Whitty at USA Made Blade and get the titanium liners anodized.
 
Wouldn't the Gentleman Jim be what you're looking for? It actually has "gentleman " in the name, and it's made by a company that focuses on tactical knives.
 
The Boker Plus Urban Trapper is a very slim, light knife that disappears in your pocket and fits the description of gentleman's folder. It has a 3.5" blade of VG-10 and weighs under 2 oz with a choice of 4 different handle scales. The knife is a flipper so when open the flipper acts as a guard to prevent your hand from sliding onto the blade. Depending on the scale material the price ranges from about $70 to $100.
 
Benchmade Crooked River all the way. Fits the size and price. More classic looking than anything else suggested IMO but modern OHO means you can use it as tactical.

I know this was meant to be tongue-in-cheek, but it makes me think of my copper handled Mercator. It's a goodly length, sharp as a well honed Opinel, and pockets easily. It is classic in looks and function and when polished goes as well with a suit, chinos and a blazer, or jeans and Polo shirt. But it does lack one hand opening and a clip, so you might not get your "tactical" card punched.
