I can think of several makers, but your best bets for a reasonable price on a 'hawk' are:

Ryan M. Johnson
7620 Foster-Hixon Cemetary Road
Hixson, TN 37343
(432) 842-9323
ryan@rmjforge.com

Ryan does really nice work. Price +/- $300 depending on materials, embellishments.

Another maker of hawks (as they are called in the knife world) is:

Bill and Becky Keeler (Beaver Bill Forging Works)
(513) 756-1983
PO Box 788
Oxford, Ohio 45056
BBFWHAWKS@aol.com

Good guality, starting around $150.

Let them know that you are looking for a working tool. These guys sell a lot of pieces with fancy maple handles to folks interested in historical reproductions. Choose hickory or osage orange as a handle material. Both of the guys I mentioned are very serious about their work and know a lot about the history of these revolutionary historical pieces. They can both make you a nice piece.

Wouldn't a "tactical" hawk have to be made from one of the uber steels, have black coating baked on, have G-10 somewhere, and sport a tanto shaped blade?

Just kidding...

Those sites offer some great options. Hmmmm. (Scribbling down options.)
