Taurus pulls 28 gauge revolver

To the best of my knowledge, if the barrel is rifled, it is not a shotgun. It is a handgun/pistol/revolver.

well, I think they wanted it as a shotgun, my guess is that it more closely resembles a destructive device under the existing laws. The .410 does not, as its too small.
 
When it's over .50 cal, it doesn't matter so much if it's rifled or not. If it's rifled, it's a DD. If it's unrifled, it's an AOW.

28 gauge is about .55 cal. It's not that much larger than the legal limit. It may have a long forcing cone and taper down to a .500 barrel.
