Tempering/Annealing Jointer Blade

I'm trying to make a drawknife-like tool buckskin-making tool by putting a handle on each end of a 15" jointer blade.

I tried drilling a hole in the blade for a pin, and I could barely make a dent. It was too hard. I wasn't surprised.

So, I tried killing the temper on the ends where I wanted to drill. I took a propane torch to it and heated it up until it was blue, then let it cool.

When I took it to the drill press again, there was no difference. This time, I was surprised.

What should I do to be able to drill some holes in the ends of this jointer blade?
 
To soften it you would have to temper at 1200 F for at least 2 hours .Another option would to drill holes with waterjet.We do have a member that has a waterjet company.
