Testing Rockwell?

C scale unless you're making really soft knives.

I got lucky and acquired a Goto Seiki tester from my old company.
they bought it new some 30 years ago and it still looks new

for laminated steel, I take the edge down and then see if it cuts steel, and or chops a nail (with hammer/mallet)
 
Lots of folks use a Chinese clone HR-150A. You'll find them many places for <$1K. Grizzly has them at about best price around for new.
 
I use the Grizzly HR150A. It's a decent machine. Testing is important because not only does it verify the condition of your steel but also your quenchant. After some testing on W2 coupons I was able to confirm suspicions that my P50 had seen better days. New bucket coming in a few days.
