If I choose to ignore someone , does that prevent them from responding to me at all? Or does it just block me from seeing their response?
 
It just blocks you from seeing the response. If you started the thread you can ban individuals from posting initially.
 
It also prevents you from getting a notice/alert if they (the ignored) use the like button on your post and you not being able to view the emoji they (the ignored) left (good or bad).
