Now, if the handle of the SRM 913p is the same as the Vex, and the blade of the SRM 962 is also the same as the Vex, could you swap things around and have a Vex?

No, one is made for an Axis type lock and the other is made for a liner lock.
I don't think they would have the blades have the exact same thickness, pivot diameter, and lock geometry that would somehow work on two completely different locks.
