Are these fees knife related? I thought NAFTA made US originating goods duty/tariff free?

I'm not sure, first time getting hit by them. I was reading up on it somewhere and I think it says under $60 no taxes. Over $60 and taxes on whats left over. I got hit with $20 in gst/hst and a 10 handling fee for I have no idea what.
